The psychopathy removes the internal inhibitions—guilt, empathy, fear of consequence—that would normally constrain such tactics. And the sadism provides the affective fuel, the enjoyment of the power trip itself, ensuring the machinery is driven not by sterile calculation alone, but by a perverse passion.

This fusion creates a new and terrifying entity: Pathological Sovereignty. This is a state that no longer relates to the international community through the normative languages of diplomacy, mutual interest, or law.
